Hazardous Waste Facility Takeover

The Challenge

A newly constructed hazardous waste facility — engineered landfill + rotary kiln incinerator — required independent asset condition assessment before EPC-to-O&M handover. Accepting with hidden defects would transfer millions in remediation liability.

The Methodology

  • ISO 55000-aligned Grade 1–5 condition assessment across all asset classes.
  • Defect taxonomy: category, type, and origin classification for every item.
  • Photographic evidence and GIS referencing for all 2,800 assessed items.
  • Criticality-based prioritisation of 142 identified defects.
  • CAPEX remediation plan development with cost estimates per defect.
  • Client validation process and EPC contractor negotiation support.

The Results

  • Several thousand items condition graded using a structured assessment methodology, with a complete geolocated asset register.
  • Critical defects identified and documented pre-handover, preventing hidden liabilities passing to the client.
  • Remediation plan developed, validated, and used as the basis for contractor back-charge negotiations.
  • Complete pre-handover risk registers with a prioritized remediation roadmap and full visibility on asset condition.
  • Assessment methodology adopted as the client standard for subsequent handovers across the portfolio.
